Baru-baru ni aku ditunjukkan oleh beberapa rakan dua artikel dan satu video. Ketiga-tiganya pasal beras. Aku ingatkan orang tak minat pasal beras ni, kerana mudah nak dapat beras di mana-mana pun.
Dah jadi subjek aku, dia orang tunjuk dua artikel dan satu video. Artikel pertama dari blog OutSyed The Box, yang kedua keratan akhbar SelangorKini, manakala video dikeluarkan oleh Padi Rescue.
Bagi aku, kedua-dua artikel tu macam karung..sumbat je lah apa yang nak dimasukkan..blanket semuanya sekali.
Artikel OutSyed pada 3 September 2018 dengan Tajuk - Kenapa Harga Barang Di Malaysia Selalu Tinggi? - kata jawapan mudahnya kerana ekonomi negara kita terlalu terkawal. Aku tak mahu ulas perkara-perkara yang dimaksudkan sebagai kawalan itu, kecuali bab beras lah. Artikel tu kata antara kawalannya ialah wujudnya Telekom, TNB dan Bernas.
Tak taulah kalau semua bebas, free enterprise..harga akan jadi rendah. Hartanah kat negara ni ditentukan oleh pasaran. tak murah mana pun, semakin mahal adalah. begitu juga dengan barang-barang lain. Yang rendah adalah yang dikawal, iaitu barangan kawalan.
Tak semestinya yang monopoli tu harganya mahal, apatah lagi dalam hal negara kita, yang dimaksudkan monopoli itu adalah di bawah kawalan kerajaan, seperti Telekom, TNB dan Bernas. Ia kekal di bawah kawalan kerajaan kerana berkait dengan hal keselamatan negara.
Tak semua benda boleh free enterprise… beras kalau dilepaskan untuk pasaran tentukan, ada masalah lain akan timbul, dan pernah berlaku dalam krisis beras 1973 dan 1974. Sebab itulah peranan LPN yang kemudian jadi Bernas diwujudkan sebagai pengimport tunggal beras. Importnya je yang tunggal, lain-lain terbuka.
Peringkat pengilangan, borong dan runcit, semuanya terbuka dan tidak dikawal oleh Bernas. Malah sebagai pengimport tunggal, Bernas diberi tanggungjawab bantu pengilang, pesawah (pembeli terakhir padi pesawah/urus subsidi) dan jaga stok negara bagi pihak kerajaan.
Aku pernah sebut ada lebih 200 kilang beras yang mana 30 daripadanya milik Bernas. Ada lebih 3,400 pemborong dan hanya 13 adalah anak syarikat BERNAS. Ada lebih 42,000 peruncit dan BERNAS langsung tak terlibat.
Malah, beban kerajaan ditanggung oleh Bernas yang diberi permit mengimport beras. Ia bukan mutlak pun, cuma kerajaan tak beri kepada pihak lain untuk import beras. Bisnes mengimport beras diberikan kepada Bernas sebagai mengimbangi tanggungawab kerajaan yang mesti dilaksanakan oleh Bernas.
So istilah monopoli tidak tepat sama sekali.
Artikel SelangorKini pada 5 Sept 2018 dengan tajuk - Monopoli Bernas Bakal Tamat - memetik kenyataan Timbalan Menteri Pertanian dan Asas Tani, Sim Tze Tzim.
Ayat pertama artikel tu kata - Monopoli pasaran beras oleh Bernas akan ditamatkan bagi menjamin kepentingan pengguna lebih terjamin.
Timbalan Menteri berkata, langkah itu memberi peluang kepada pembekal beras berkelayakan memasarkan beras.. dan bla..bla..tak boleh satu syarikat sahaja mengedar beras…bla..bla..
Nah.. monopoli ikut mana ni.. sama ada Timbalan Menteri kurang faham atau tak sedar fakta industri beras atau wartawan yang tulis pun tak pasti dengan fakta.. tak tau lah.. kesannya pembaca akan keliru dengan industri beras.
Kesannya juga telah membuatkan muncul video Padi Rescue.. kumpulan ini kata menamatkan monopoli Bernas tak selesaikan masalah. Malah, katanya, membiarkan pasaran menentukan industri (100 peratus terbuka kepada swasta) dibimbangi boleh berlaku krisis beras seperti 1974.
Nah..betul lah tu.. ekoran krisis 1974, maka kerajaan buat LPN untuk jalankan tugas kerajaan. Kemudian kerajaan nak kurangkan beban serta mahu tingkatkan kecekapan, lalu LPN diswastakan menjadi Bernas, tetapi dikawal syarat-syarat ditetapkan oleh kerajaan dengan kerajaan sendiri punyai kuasa veto dalam Lembaga Bernas.
Aku tak fikir kerajaan sanggup urus 100 peratus industri padi dan beras ini macam yang Padi Rescue mahukan. Kita kena realistik. Kerajaan tak mampu tanggung semuanya. Memberi bisnes mengimport beras kepada Bernas adalah bagai subsidi silang untuk Bernas memikul tanggungjawab kerajaan.
Peringkat awal, ketika Padi Rescue mula perjuangkan hal beras ini, mereka mahu tugas mengimport beras oleh Bernas sahaja ditamatkan. Sekarang apabila kerajaan mencanangkan mahu berbuat demikian, Padi Rescue rasa ia tak selesai masalah.
Desakan awal Padi Rescue sebelum ini, barangkali didorongi oleh pemborong-pemborong yang mahukan AP. Mereka mahu AP yang diberikan kepada Bernas diagihkan kepada mereka. Ia sebenarnya tak selesaikan masalah pesawah. Sekarang Padi Rescue mungkin dah sedar tu.
Masalah industri padi dan beras negara, adalah masalah pengeluaran. Soal membangun dan memajukan pesawah serta meningkatkan pengeluaran. Ia bukan soal selepas tuaian. Pengedaran beras di pasaran tidak ada masalah. Itu sebenarnya… jadi jangan kelirukan rakyat..

Seringgit tujuh kupang nak beli satu kilo beras tempatan tak cukup sehari. Yang baru dihadiahkan gaji minima klo banyak anak2, syabas! Sekarang dapat makan bubur nasi hari2.

ReplyDeleteThks for another interesting article on the subject - a bit long, a bit difficult to read but I did managed to get thru it with Google Translate. :)
Not sure if I understood it all though.
Hopefully, the PH government recognises that something needs to be done about this.
Food security is a matter of national interest.
A multi-pronged approach needs to be taken at all levels of government, research bodies, universities, and right down to individual padi farmers.
I may have missed it in the arti ccles you have written, but have you been taking this matter up to your local MP and pushing him to do something?
If you have, pls do write about your interactions with the MP and other government departments you may have dealth with.
This way, we can get an insight to what PH is doing about an important matter like this.

Nak tahu jugak budak budak yang keluar dengan kelulusan pengajian padi ada ke yang nak jadi pesawah moden dan menguruskan operasi sawah skala besar? ReplyDeleteOnce the import permit is no longer the exclusivity of BERNAS that would definitely impact the BERNAS bottomline. That is clear as crystal.
Why do you think when that time come the government would still depending on BERNAS to keep spending on the welfare of the farmers and the development of paddy industry? Why BERNAS what to carry out still the function of Lembaga Padi Negara?
Let the government does government job and BERNAS does business like other normal business..compete lah.
The new ministry of agriculture and other related agencies should plan on taking care of the farmers growth, increasing yield with new improved seeds and farming technic, better irrigation or even padi huma, manage the food security, regulate the use of pesticides and macam macam lagi.
Sudah sudah la reasoning on why BERNAS must remains as it is or else the industry and consumer will suffer. You are making it sound as if BERNAS is another ministry yet it is a business concern. Shouldnt it be better and more cost effective if the new government can really plan properly this time and remove the massive redundancies in too many organisation doing their own thing in the name of paddy development. Wouldnt you agree that whatever has been implemented so far can be further improve?

Is the rice and paddy industry now suffering? Are consumers now suffering from lack or expensive rice? Should taxpayers money be used to help the paddy farmers the way Bernas is doing now? Do we want the government to spend a lot more maintaining the country's rice stock pile which Bernas is doing now? All that just because some already rich people want AP to import rice?

Deleteagree with kak annie. no problem in paddy business. on cultivation side i see farmers r well supported. some r just relax n chat by d side while their land being worked out. all d ploughing, tilling, fertilizing, seeding etc. r mechanically done by hired workers…. i think i see banglas there too. kah..kah…funny scenario… i never see one bfore.

my brother’s house is by d vast stipe of paddy field in Bangu, Bachok. there, where i often visit for it scenic view, i learn something about paddy plantings. they r not tat bad a business indeed.

Monopolies are not necessarily bad.
I was an advocate for the government to retain a monopoly on collecting traffic fines and hence I objected to the AES traffic fines being handed over to some crony company.
A monopoly on the rice industry would have had been good if the money made was ploughed back into research and improving productivity.
But has that happened?
It is beginning to sound like only some money has gone back to some farmers to enable them to lead a comfortable lifestyle without needing to improve productivity.
And there does not appear to be enough research conducted to improve grain yields either.
I suspect some padi farmers are simply not very efficient and are struggling to produce enough rice or rice of sufficient quality to command a good price.
Yes, giving money to them for their sub-standard rice is one answer, but would it not be better to also help them grow a better crop?
OK, I should not try to sound so clever because I simply know very little about the industry.
Perhaps Lebai Sudin or others may like to respond to my naive questions and help me understand a bit.

You are absolutely correct.
It takes the government to set-up the various programs, it takes the various govt bodies to implement policies, it takes the middlemen to comply, it takes the farmers to give their support, and so forth and so forth.
But other countries have done it successfully, so one would think it is possible even in Malaysia.

The fact that we are not self-sufficient in rice and import considerable amounts from other countries suggest that previous efforts have been failures.
Dunno if a Pakatan government can do better.
Maybe people like Lebai Sudin can tell us.

It must be an incredible sight to see.
One day, I must take a trip out to some rice growing areas to experience it myself.
I have seen photos only and even the photos look unbelievable.

It's not how they look or how fast they grow.
It is all about grain yield - full stop. Nothing else matters.
Who knows what MARDI has been up to all these years.

Of cos lah, "semua dijual" becos BERNAS is the buyer of last resort.
From what little I have learnt about BERNAS, even the lousiest quality rice, not even fit for pigs, will be bought by BERNAS.
And my guess is that rice grown by your family is not quite as good as Thai rice or you wouldn't be eating Thai rice.

P.S. I did a quick ask around and it seems that most of the rice consumed in my kampung is Malaysian rice, not Thai because it is too expensive for poor kampung people like us :)

Actuallt, I think that politically speaking, Anwar has no choice but to become an MP as soon as possible.
I have read elsewhere that if anything happens to Mahatir and Anwar is not an MP, things will be messy.
But if Anwar is an MP and anything does happen to Mahatir, the transition from MP to PM will be relatively smooth and orderly.
So, it is not really a case of "buang masa & buang duit rakyat"!
Of cos, if you prefer the country to be in chaos and disorder, ok lah, then I agree that Anwar should just wait and do nothing until something happens to Mahatir or until Mahatir hands over the PMship.

Gladiator, if anything unexpected were to happen to DrM, tradition world wide is for deputy PM to take over. It is nor normal for a new MP to suddenly be appointed PM bypassing DPM & other senior ministers. I think Anwar is scared that Azmin will steal his limelight & the msian ppl will eventually realise we have other options.
Deleteand if DrM kick the bucket in less than 2 yrs, anwar can take over DrM's langkawi seat la. What chaos unless u don't trust the current cabinet to manage the country for 3-4 months on their own.

The wife is MP cum DPM. The daughter is also MP. Now the father who's an abuse-of-power cum sodomy ex-convict, wants to be MP too.
That by itself is already an extraordinary feat, anywhere in the world... including the fact that its the third time the democratic process had been abused, just for his backdoor entry as a legislative member, since 2008.
If you're worried that something might happen to Dr.M, then consider this... as a convention, the DPM who's his wife, could take over as PM. And in 20 month's time, handover the premiership to the husband. Of-course, they both could always smooth things out in bed, anytime.
Therefore, I don't see how the country would "be in chaos and disorder" if there is no Port DICKson maneuver.
It had been 3 months and 3 by-election since PH took over, but the politicking seems to be going on and on and on... non-stop. And now, a by-election again, when nobody died?
Hence, its the greedy bastards in Anwar's camp in PKR who's messing up everything that the Rakyat have been hoping for, since May 9, 2018.

OK, call me mad, call me silly, but let me disclose that I am an Azmin Ali fan here, OK?
I believe that for whatever reason, Azmin Ali has remained 100% loyal to Anwar thru thick and thin.

I have read some theories but none seem conclusive.
If I am not mistaken, over the last 3 or 4 years, Azmin Ali has even visited Anwar in jail a few times, and such visits are not widely advertised.
My belief is that Anwar take over from Mahatir and be PM until GE15 or a bit thereafter and after that Azmin will be the new PM for GE16.
It is a wild guess on my part only, OK? So, no use asking me for evidence becos I have none :)

Exactly, Azmin has proved his loyalty time & time again but Anwar still takut. U know why? Coz Anwar thinks everyone is like him. Anwar is only loyal to himself, he'll say everything u want to hear and back stab u the moment you turn your back.

Frankly, I doubt it but the truth is, I don't know.
There is too much at stake for PH and they will try to find a solution of some sort.

Whatever the 'unwritten agreement' between Anwar & Dr.M, DAP would likely lose the Finance portfolio, once Anwar took over.
DeleteThere will also be a chance that the Port DICKson maneuver would turn out in favor of Rafizi or Tian Chua to make a comeback as YB.
However, I do not know whether his Bafia's conviction would restrict his qualification to stand for election or be appointed, Senator.
Maybe Tian Chua is more suitable to replace Anwar in PD and that will be a severe blow to Rafizi's camp.

Even though I am not personally impressed by Anwar Ibrahim, I conceded that without Anwar Ibrahim we would not be seeing a Pakatan govt in Putrajaya.

Saya baru tengok link ni. Ia mengenai Calender Hijri.
Pada saya... kalau kita ikut Hijri, edaran masa dan ketepatan waktunya tidak tepat.
Contohnya; Musim banjir, terutamanya diPantai-Timur. Biasanya dialami setiap tahun pada bulan November & December. Kadang-Kadang berlanjutan ke January.
Tetapi, jika guna calender Hijri dengan mengabai samasekali calender kapir Gregorian, agak sukar kita jangka bila ia akan berlaku, setiap tahun.
